Anyone can edit the definition files, but I don't think it's very likely. Updating programs is not that big of a problem.
The core reason for AP was always Windows where it's difficult to know what updates you need.

Tried registering the OCX under SysWOW64 with regsvr32. Same result. And yes, the log is the same with /debug. One difference I see with Process Monitor is that when it fails there's no access to RICHED20.DLL, unlike when it works. Another tidbit I noticed: while the log complains about line 104, th...

While KB3174644 is officially defined as superseded by the monthly rollups since 6/2017, the other two aren't.
Maybe in fact they are, but it's not indicated in Microsoft's Update Catalog.

A few old updates missing?
How do you keep track of new updates that become available, or old ones that are removed?
I think I found three security updates that weren't included in AP's Win8 list.
