Looking over both logs, the second log shows 0 files needed, you should be good to go? Start AP6127, go directly to Install Updates (don't install anything, just load the releases) to verify the releases are Official. If AP is Unofficial click About - Release Info to see which packages are false.
Run Sweeper to remove extra files. If files are missing (there shouldn't be any though) run AP6127 and retry only those packages that are false on the Release Info screen. Post the log as usual.

This is exactly what happened to me the first time I ran 6.1.27. I resorted to killing it with Task Manager and when I started it up for a second attempt, it's worked fine.
I did some testing and I found that two commands were severely crippled in multiple places. Happened during some changes to the way downloading was handled. (The errors probably carried over to .NET version will have to fix that too.)
Changed the way logging shows that your missing files. used to say 3 lines per file now it will show 2 or less.
Few minor things while I was at it. (You won't care/notice since its just performance things)
Windows 10 Detection
Err... something else that needed to be fixed that I know I did but, I didn't write down what it was.
I found a strange bug purely by accident. After starting AP6130, clicking About (from menu) more than once seems to disable the Back button - you're stuck. AP can be Exited, Options dialog appears to work (it opens), just can't go back to DU/IU. AP6130 must be closed then reopened to regain normal behaviour - AFAICT?
Also, there's 2 newer versions of Sweeper running around, 1310 and 2015, wonderin' if Sweeper could get updated in the archive? Both work, the most advanced being 2015.
What AutoPatcher was trying to do
It appears that the error occured while AutoPatcher was trying to execute a module's installation/removal commands.

After updating to 6.1.30, got past this screen to actual md5 check and download.
Usually this happened when checking Admin tools.
Now with 6.1.30, Admin Tools stays red after updating. Tried multiple times but still nothing.
And finally got this from 6.1.30 that popped back again & again after closing.
Happened when opening 6.1.28 (from windows 10 topic) in parallel with 6.1.30 and then closing 6.1.28
for the last error... line 114 is the line where it tries to replace the temp: variable in strings with your temp directory location. It seems the AP was unable to detect it. very strange since it asks windows where that is.
I can't answer your second question without you running sweeper with verbose and NOT clicking on yes and copy paste the log here. It may contain a small inconstancy. WAC was doing a lot of edits the admin script. You might have gotten that error when he was testing some changes he made. You should to download again now and see if the error is fixed. If not give me the sweeper log.
The first error screen is where it is attempting to create a batch file to place commands into to run. It didn't have enough permission to create a batch file. This is either because you ran this from a CD/dvd/network or without admin rights.
