.NET Framework 1.1 is installable on Win7, 8, 8.1, and 10 - I know, I've done it.
Change/create the following APMs:
__dotnet11.apm
dotnet1.1.apm
KB867460-NDP1.1sp1-x86.apm
KB979906-NDP1.1sp1-x86.apm
KB2698023-NDP1.1sp1-x86.apm
to read:
[OperatingSystem]
WindowsVersion=ANY <---
SystemLanguage=ANY
and detection works and the listing is shown when Autopatcher is run.

Excellent work DesertJerry, good to know that you take the time to investigate these updates.
Never considered trying dotNET 1.1 on any of these Operating Systems, but then again I don't always have the time to test anyways. Too many projects (activities) on the side line, I'm a tinkerer
