Microsoft .NET Framework 4.7 released

Wouldn't install on Win7 w/SP1 here - got error message a required update had not been installed - unable to determine KB number for that update.

After doing some in depth reading I found this which explains your issue and all other Windows 7 users
.NET Framework 4.7 WPF features take a dependency on D3DCompiler_47.dll . This D3DCompiler_47.dll is not present by default in Windows 7 SP1, Windows 2008 R2 SP1 and Windows 2012 OS platforms. Hence these OS platforms require D3DCompiler_47.dll to be installed for .NET Framework 4.7 WPF features to work as expected. Please see known issues article for D3DCompiler_47.dll install information details.

The .NET Framework 4.7 installation is blocked on Windows 7, Windows Server 2008 R2 and Windows Server 2012 because of a missing d3dcompiler update.
Also found the required update to allow .NET 4.7 to be installed
